The New York City Department of Buildings (DOB) offers annual, citywide No-Penalty Safety Inspection Programs for several building conditions. For a limited time, if DOB finds any violating conditions, they may not issue violations with penalties. Instead, DOB may provide guidance on how to correct the conditions and give property owners the chance to make corrective safety repairs.

Property owners with these specific building concerns are encouraged to take advantage of this opportunity to request an inspection appointment during the program period:

  • Boilers
  • Decks and porches
  • Gas compliance 
  • Façades 
  • Private elevators
  • Retaining walls
  • Sidewalk vaults
  • Signs

DOB inspectors will also be available during the scheduled inspection to discuss any additional building concerns and advise on how to receive additional DOB assistance.

The 2026 No-Penalty Safety Inspection Program period runs from June 1st through July 10th, 2026.

Boilers must be registered with the City and an annual boiler inspection by the Department of Buildings (DOB) is required for:

  • Residential buildings with 6 or more units
  • Residential buildings classified as Single Room Occupancy (SRO)
  • Commercial or mixed-use buildings

Decks and porches are raised floors, level with or below the first story of a house, supported by a structural frame and without a roof. The Department of Buildings (DOB) reviews plans and issues permits for the safe construction of both decks and porches.


Property owners are encouraged to take advantage of this opportunity to request an appointment for a no-penalty deck and porch inspection from June 1st through July 10th, 2026.

What Happens Next

The Department of Buildings will respond within 40 days as long as you submitted your request before the July 10 deadline.

Façade work can include (but is not limited to) repairs to:

  • Brick and mortar, terra-cotta, stucco, tiles, glass, and lightweight curtain walls
  • Concrete cladding
  • Damaged or corroded lintels or architectural details
  • Fire escapes, window sills, or hand rails
  • Terraces, rooftops, or parapet walls

The New York City Department of Buildings (DOB) offers a No-Penalty Safety Program for gas piping system compliance associated with Local Law 152 of 2016.

Note: The DOB no-penalty safety inspection is not a substitute for the inspection requirements outlined in 1 RCNY 103-10. Property owners must retain a licensed master plumber to conduct their gas piping system compliance inspections and submit results to DOB by their due date. See Gas Piping System Inspection Certification for more details on dates, requirements, and FAQ.

Property owners in all buildings, except R3 or 1 or 2-family residential occupancies, can request a visual safety inspection of their gas piping system without the concern of receiving violations for the duration of the program. The inspection is free of charge.

Retaining walls, typically built with stone, brick, cinder blocks or concrete, are permanent, protective structures that separate lower land from higher land. The walls act as barriers to hold back soil, which would otherwise cave in, slump or slide into a lower area.

Property owners must keep the retaining walls on their property in safe condition.

Property owners are encouraged to take advantage of this opportunity to request an appointment for a no-penalty retaining wall inspection from June 1st through July 10th, 2026.

What Happens Next

The New York City Department of Buildings (DOB) offers a No-Penalty Safety Inspection Program for sidewalk vaults. A sidewalk vault is a space, room, or other area under the sidewalk that is part of a building. Openings for stairs to basements and cellars are not included.

Private property owners with sidewalk vaults in all five boroughs are encouraged to take advantage of this opportunity and request visual safety inspections of their sidewalk vaults without the threat of receiving violations for the duration of the program. The inspection is free of charge.
