The DHS Income Savings Plan (ISP) Program was created to help homeless clients build savings, transition out of shelters, and achieve self-sufficiency. Individuals who lived in a Department of Homeless Services shelter may have been required to participate in this program. 

This program has ended.  

Where you submit the request to reclaim the funds depends on how the funds were deposited. 

If you deposited funds directly with a shelter through their ISP, please contact that shelter directly to reclaim the funds. 

If you don’t remember the name or address of the shelter, you can request this information by email or by phone. 

By Email

Send an email to RecordsAccess@dhs.nyc.gov. Attach a completed DHS Record Release Authorization Form to your email. If you need to submit other supporting documents, include them in your email.

If you deposited the funds by mailing a check or money order to a DHS/DSS ISP, savings that were not claimed by program participants were transferred to the NYS Office of Unclaimed Funds.   

If you meet the following criteria, you can submit a claim to request your savings:  

  • You were enrolled in the program 
  • You have exited the shelter  
  • Have not yet claimed your savings 
  • Did not receive a refund from DHS
