The Department of Housing Preservation and Development (HPD) has launched the Plus One ADU Program for up to 15 eligible property owners. An Accessory Dwelling Unit (ADU) is a small, independent residential dwelling unit located on the same lot as your home.

The Plus One ADU program will combine low- or no-interest capital loans and construction financing grants provided by the New York State Homes and Community Renewal (NYSHCR) for up to 15 eligible homeowners to build or convert ADUs on their property. 

 ADUs can be:  

  • Within the existing home, like a basement or attic apartment or conversion, or an in-law suite.  
  • A fully independent and detached structure, including basement apartments, attic conversions or in-law suites.

ADUs are designed to provide housing to family members or serve as an added source of income when rented as an additional unit.

Eligible Homeowners

  • May earn up to 165% AMI or $186,450 for a two-person household. Preference will be given to homeowners who are at or below 100% AMI or $113,000 for a two-person household
  • Must occupy the existing dwelling
  • Must be current on any existing mortgages and not have outstanding municipal fees or fines due, nor be in an active payment plan

Eligible Buildings must:

  • Be one-unit, single-family detached residential homes
  • Allow for two-family construction under their existing building and zoning codes
  • Pass a housing quality inspection and need no major repairs, other than repairs that are essential to the ADU construction scope
  • Either be free of housing or building code violations prior to receiving program financing (unless the violations are directly related to ADU), or the owner must agree to address all existing violations prior to ADU construction completion
  • If basement conversion, must meet ceiling height requirements prior to conversion and must be located outside of the 2050 Stormwater Flood area as well as the 2100’s 100-year coastal flood zone

The following may be eligible to participate in the ADU Program:

  • Attached or detached existing structures
  • Newly constructed structures
  • Basement or attic unit conversions

How To Apply

Interested homeowners have until February 13, 2024 to complete the ADU participant survey to be considered for participation in the pilot Plus One ADU program.

Please note: survey submission does not automatically qualify you for participation in this program. HPD will review your responses to determine whether you qualify to move forward with the application process. HPD will email you regarding your eligibility within 30 days of your submission.
