In New York City, it’s illegal to sell, distribute, lease, or rent these items without required safety certifications and disclosures:
- Powered bicycles, such as e-bikes
- Powered mobility devices, such as:
- E-scooters
- Hoverboards
- Segways
- E-skateboards
- E-uniwheels
- Storage batteries for powered bicycles and powered mobility devices, such as lithium-ion batteries
An accredited testing laboratory must certify that the items meet Underwriters Laboratories (UL) standards.

The lab's certification, logo, mark, or name must be displayed on the item, package, or documents given to you at the time of sale. If the product is sold online, the lab's certification, logo, mark or name must also be included on the product listing page.
These items do not have to display the certification if they are sold or leased secondhand or rented and don’t include packaging or documentation. However, the items still must be certified.
Any business or online retailer that sells or leases these items in NYC must post FDNY's guidelines on lithium-ion battery safety. Stores must post these materials where these devices are being sold or leased in the store. Online retailers must post these materials on each product listing page.
