The Clean Energy Systems Property Tax Exemption is offered by New York State and encourages the installation of certain energy systems in residential, commercial, institutional, and industrial properties.

The tax exemption relieves property owners of any increase in property taxes that directly result from the installation of an eligible energy system for a period of 15 years.

Eligible projects will utilize an alternative energy system to produce, retain, maintain, and disperse energy separate from existing public infrastructure.

Eligible energy systems:

  • Solar or wind energy
  • Farm waste energy
  • Micro-hydroelectric energy
  • Fuel cell electric generating system
  • Micro-combined heat and power generating equipment system
  • Electric Energy Storage System
  • Fuel-flexible linear generator electric generating system

You should review the RP 487 instruction sheet to ensure that you are following the program rules and guidelines.

Complete and submit the RP 487 Application for Tax Exemption of Solar, Wind, or Certain Other Energy Systems.

You will need to file a “Notice of Intent to Construct Clean Energy Systems” prior to submitting the application. 

You must also make two copies of the application; one for the Department of Finance and the other for the New York State Energy Research and Development Authority (NYSERDA).

For exemption benefits to begin on July 1 of the year you apply, your application and “Notice of Intent to Construct Clean Energy Systems” must be postmarked or received on or before January 5.

Applications that are received after the filing deadline will be processed for July of the following year.
