The Office of Cannabis Management (OCM) licenses cultivators, processors, distributors, and dispensaries to grow and sell cannabis in New York. The OCM is developing regulations which will outline how a person or business can apply for and receive a license in the new adult-use cannabis industry.

You must apply for a license if you want to cultivate cannabis or sell cannabis through a retail dispensary.

Please note that the Cannabis Law does not allow individuals to have both a cultivation and retail adult-use cannabis license at the same time.

OCM is accepting applications for Conditional Adult-Use Retail Dispensary (CAURD) licenses. The deadline to apply is September 26, 2022.

CAURD licensees will be the first retail dispensaries to open for legal adult-use cannabis sales in New York State.

Application Assistance 

The Department of Small Business Services (SBS) launched Cannabis NYC to help support CAURD license applicants. 

To qualify for a CAURD license, your business must meet OCM’s eligibility requirements and submit a competitive application. Not all applicants will be selected.

The Adult-Use Conditional Cultivator License authorizes eligible hemp growers to apply for a license to grow cannabis containing over 0.3% THC for the upcoming adult-use market.
