The Office of Cannabis Management (OCM) licenses cultivators, processors, distributors, and dispensaries to grow and sell cannabis in New York. The OCM is developing regulations which will outline how a person or business can apply for and receive a license in the new adult-use cannabis industry.

You must apply for a license if you want to cultivate cannabis or sell cannabis through a retail dispensary.

Please note:

  • Cannabis Law does not allow individuals to have both a cultivation and retail adult-use cannabis license at the same time.  
  • Licensed dispensaries will not be able to sell tobacco products.

OCM is no longer accepting Conditional Adult-Use Retail Dispensary (CAURD) license applications.

CAURD licensees will be the first retail dispensaries to open for legal adult-use cannabis sales in New York State.

The Adult-Use Conditional Cultivator License authorizes eligible hemp growers to apply for a license to grow cannabis containing over 0.3% THC for the upcoming adult-use market.

The OCM will issue licenses and develop regulations outlining how and when businesses can participate in the new industry. You should monitor the OCM website at cannabis.ny.gov for updates on adult-use cannabis licenses.
