New York State Homes and Community Renewal (HCR) is accepting applications for its 2026 New York City Section 8 Housing Choice Voucher Waitlist Lottery.
Submitting an application does not guarantee placement on the waitlist or receipt of a voucher.
If you are already an HPD or NYCHA Section 8 waitlist, you are not automatically placed on HCR’S list. You must apply separately to HCR’s waitlist.
Applications received during the open application period will be entered into a random selection process for placement on the applicable waiting list. Each waiting list will have its own random selection process.
Waiting list placement, applicant selection and admissions will be administered in accordance with HCR’s Administrative Plan and applicable federal regulations, including any applicable preferences, eligibility requirements and project-specific requirements.
Placement on a waiting list does not guarantee admission to the program or receipt of rental assistance. Additional program requirements may apply.
Deadline
Applications are being accepted Monday, July 13, 2026 at 8:00 AM through Friday, July 24, 2026 at 5:00 PM.
Eligibility
- The Head of Household must be at least 18 years of age or an emancipated minor according to NY State law, and
- The household must be income eligible, and
- The Head of Household, or at least one member of the applicant’s household, must be a U.S. citizen, a legal permanent resident, or have another eligible immigration status, and
- The household must reside at the addresses listed. Project-Based Vouchers are for specific units only.
