The New York City Department of Environmental Protection (DEP) offers eligible property owners a $125 voucher that can be redeemed at participating vendors for the purchase of a high-efficiency toilet. The program will be available through May 2019.

The program is open to eligible properties with four or more units that were automatically enrolled in DEP's Multi-Family Conservation Program (MCP) flat-rate billing plan in 2012. In February 2018, the program was expanded to include 3- and 4-family property owners already enrolled in DEP's Home Water Assistance Program (HWAP). Eligible HWAP property owners received notification by mail in February 2018.

Eligible customers can apply through the My DEP Account website to receive vouchers that can be redeemed at a participating vendor for the purchase of high-efficiency toilets. One voucher will be issued for each toilet to be upgraded. This program is not currently available to single-family homes. All old toilets that are replaced using the voucher program must be returned to the participating vendor for recycling.

Eligible property owners will receive notification by mail. To be eligible to participate in this program:

  • Buildings with four or more units that were converted to the Multi-Family Conservation Program (MCP) flat-rate billing effective July 1, 2012 OR three- or four-family properties for which the owner was already enrolled in the Home Water Assistance Program on or before February 14, 2018
  • Water meter is connected to an Automated Meter Reading (AMR) device
  • Applicants cannot be in arrears with their water or sewer bills without a valid payment agreement
  • Building did not participate participated in the DEP Toilet Rebate Program which was available in 1994 through 1997
  • Building currently contains toilets using more than 1.6-gallons of water per flush

When a voucher is redeemed, the vendor will deactivate the voucher and give the building owner an Installation Confirmation Form which must be completed and mailed to DEP after the new toilet is installed. All old toilets that are replaced using the voucher program must be returned to the participating vendor for recycling. DEP will track water use for the customer's property after vouchers are redeemed in order to ensure that water usage declines.
