The Human Resources Administration (HRA) ACCESS HRA website and free mobile apps allow you to get information, apply/recertify for benefit programs, submit documents, and view and manage case information online.

You must create an ACCESS HRA account to apply for benefits and view case information that is securely connected to your HRA case. Your username and password are the same for both the website and mobile app.

If you have problems using ACCESS HRA, you can send an email to ACCESSHRASuppapp@dss.nyc.gov.

You can get help submitting additional information, documentation, or grant request on a pending application. You do not have to submit a new application. 

Staff at participating Community Based Organizations (CBOs) can help you:

  • Upload additional information or documentation
  • Update your pending Cash Assistance application or recertification
  • Add a new emergency need request
  • With your eligibility interview

The ACCESS HRA website allows you to submit the following items online after you set up your ACCESS HRA account:

  • Application for SNAP (Food Stamps) or Cash Assistance
  • Recertification for SNAP (Food Stamps) or Cash Assistance 
  • Application for Medicaid for people aged 65 or older, disabled, or blind
  • Application for Medicare Saving Programs (MSP) for people with Medicare
  • Renewal for Medicaid for people aged 65 or older, disabled, or blind
  • Periodic report for SNAP (Food Stamps)
  • Renewal for CityFHEPS
  • Application for Emergency Cash Assistance, also known as a One Shot Deal
  • Application for Regular Home Energy Assistance Program (HEAP)
  • Application for Home Energy Assistance Program (HEAP) Cooling Assistance
  • Application for Child Care in Lieu of Cash Assistance (CILOCA)
  • Application or renewal application for the Fair Fares NYC discount

You can also use the ACCESS HRA website to request:

  • Changes to your Cash Assistance case, including requests for child care
  • Changes to your SNAP (Food Stamps) case
  • Closure of your SNAP (Food Stamps) or Cash Assistance case
  • Emergency grants for your Cash Assistance case

ACCESS HRA allows you to print a prepopulated Medicaid Renewal form.

The free ACCESS HRA mobile app can be downloaded onto a mobile device, such as a smartphone or tablet. 

You must have or create an ACCESS HRA account to use the mobile app. You can use the same login information as the website. 

You can use the app to:

  • Upload required documents on the My Uploads page by taking a picture or choosing an image from your gallery
  • Enroll to receive push notifications related to your case, such as appointment reminders and messages, directly on a mobile device

The free ACCESS HRA Child Support mobile app makes it easier to access child support services and can be downloaded onto a mobile device, such as a smartphone or tablet. 

You must have or create an ACCESS HRA account to use the mobile app. You can use the same login information as the website. 

You can use the app to:

  • Submit a child support referral or enrollment
  • Make a payment for child support by credit or debit card or PayPal
  • Maintain your contact information
  • View upcoming appointments
  • Enroll for child support debt reduction
  • Challenge an enrollment action

You must have or create an ACCESS HRA account and link it to your HRA case to use the features described below.

You can use the website and mobile app to see your:

  • Application or case status
  • EBT Card Balance
  • Recent payments
  • Upcoming appointments
  • Documents that HRA received and added to your case
  • List of required documents that HRA still needs for your case
  • HRA notices
  • Mailing address, phone number, and email address on file

You can also use the website and mobile app to: 

  • See the next steps required to complete your application or recertification
  • Request a budget letter
  • Update your mailing address, phone number, and email address
  • Sign up to go paperless and receive notices electronically
  • Sign up for text alerts about upcoming appointments
  • Link your HRA case Profile to a Partner Organization
