If you are 65 and older, you have different health insurance options. Most people 65 and older have Medicare, which is a national health insurance program. You might also be eligible for Medicaid or purchase private insurance.

New Yorkers who are 65 and older are eligible for Medicaid regardless of their immigration status.

The Health Insurance Information Counseling and Assistance Program (HIICAP/SHIP) offers free counseling to older adults on:

  • Medicare enrollment
  • Comparing and selecting a Medicare plan
  • Enrolling in a Medicare plan
  • Elderly Pharmaceutical Insurance Coverage (EPIC)
  • Medicare Prescription Drugs (Medicare Part D)
  • Medicare Part A, Part B, and Part D
  • Medicare Advantage/Medicare Health Plans (HMO, POS, PPO, SNP)
  • Medicare Saving Programs (including QMB, SLMB, and QI)
  • Dual eligible (Medicare and Medicaid)
  • Medigap/Medicare Supplement insurance
  • Medicare Preventive Services 
  • Part D Extra Help/Low Income Subsidy (LIS)

If you are a New Yorker 65 and older, you can get free in-person help applying for Medicaid and financial assistance programs for Medicare.

Assistance is available at Medicaid Offices or community enrollment sites.

An enrollment facilitator will:

  • Find out if you qualify for public health insurance coverage
  • Help you enroll or recertify in Medicaid
  • Help you apply for financial assistance programs, such as the Medicare Savings Program (MSP), for Medicare

Medicaid renewal rules have changed. If you do not submit your Medicaid renewal by the date on your HRA notice, you will lose your coverage and need to reapply. Use the ACCESS HRA website or the ACCESS HRA Mobile App from anywhere and at any time to submit a renewal for Medicaid coverage.
