The majority of New York City construction requires a Department of Buildings (DOB) permit. Once a New York State Licensed Professional Engineer (PE) or Registered Architect (RA) has submitted construction plans to DOB to obtain a permit, then a DOB Plan Examiner will review the plans for compliance.

To request an appointment with a Department of Buildings' (DOB) Plan Examiner, you either can go in person to a DOB borough office or schedule an appointment online using DOB’s online Appointments System.

The DOB ID and PENS pin numbers that customers used when calling 311 are used in the online system.
