The Department for the Aging (NYC Aging) accepts complaints about social services provided in NYC Aging funded Naturally Occurring Retirement Communities (NORC). NORC programs provide older residents with on-site social services that help them successfully age in place.

Services may include: 

  • Case assistance
  • Case management
  • Health care assistance
  • Health care management

NYC Aging funds many NORCs in private buildings and New York City Housing Authority (NYCHA) developments.

"Naturally Occurring Retirement Community" (NORC) is a term used to describe neighborhoods or buildings that contain a high proportion of older adult residents.  

Such communities may have developed because long term residents have grown older or because many older adults have moved to a particular area.
