You can report commercial waste disposal companies, also known as private carters, that aren't following Business Integrity Commission (BIC) rules and regulations.

While all Department of Sanitation (DSNY) garbage trucks are white, garbage trucks of any other color are private companies and are regulated by BIC.

You can report problems with private carters to BIC, including

  • Disobeying traffic laws (speeding, running red lights, driving the wrong way on a one-way street, etc.)
  • Mixing trash, recycling, and organics
  • Not displaying BIC license plate on trucks
  • Not marking the company business name and address on trucks

BIC will investigate and issue a violation if appropriate.

You can report noise from a private garbage truck but not noise from employees.

What You Need

If possible, provide:

  • A description of the truck
  • The license plate number
  • The times the noise occurs

You must provide your contact information for action to be taken on your complaint.

Picture or video attachments may be used for informational purposes only. A condition must be observed in person by a DEP inspector for a summons or Commissioner's order to be issued.

You can report a private carter that spilled waste and didn’t clean it up. You can identify a private carter by its color. While all DSNY garbage trucks are white, garbage trucks of any other color are private carters.

What Happens Next

The Department of Sanitation (DSNY) responds to this type of report in 1 to 2 business days.

Private carter owners will be held responsible if DSNY cleans their spills.
