You must have a Pedicab Business License to authorize the operation of pedicabs for hire to passengers. Each pedicab that you operate must have a Department of Consumer and Worker Protection (DCWP) registration plate. 

By law, DCWP can only issue new pedicab registration plates when the number of registered pedicabs falls below 840. When this happens, DCWP will open a lottery. You can apply for a registration plate lottery even if you don't have a Pedicab Business License currently. 

Fee

The fee for the full one-year license term is $110 and includes one registration plate. Each additional registration plate is $60.

Expiration Date

The license expires on November 1 each year.

By law, DCWP can only issue new pedicab registration plates when the number of registered pedicabs falls below 840. When this happens, DCWP conducts a lottery.

DCWP has determined that pedicab registration plates are available to be issued. The period to apply for the pedicab registration plate lottery begins November 14, 2022 and ends December 13, 2022. DCWP must receive the completed Pedicab Registration Plate Lottery Application by 11:59 PM on December 13.

What Happens Next

After the lottery application period is over, DCWP assigns each accepted application a “Priority Number” using a computer-generated random number selection program. 

If there are more applicants than available registration plates, DCWP will make offers to issue registration plates to applicants in order of Priority Number.

If there are more available registration plates than applications, DCWP will offer each applicant one plate, with the possibility of applying for more than one plate. The exact number of plates DCWP may offer to a pedicab business will be based on the number of applicants and the number of available plates until all registration plates are issued.

If you apply for the lottery, DCWP will email you a letter stating one of the following:

  • You are receiving an offer to be issued a pedicab registration plate and confirming next steps.
  • You were not randomly selected to receive an offer to be issued a pedicab registration plate.

If you receive an offer to be issued a pedicab registration plate, you must comply with all licensing and registration requirements within 45 days of the date you received DCWP’s offer or the offer will become void.

By law, DCA can only issue new pedicab registration plates when the number of registered pedicabs falls below 840. 

You can submit this application if one of the following statements is true:

  • You applied for the pedicab registration plate lottery and received an offer to be issued a pedicab registration plate. 
  • A licensed pedicab business has agreed to transfer a pedicab registration plate to you and you are a new business or a licensed pedicab business with fewer than 30 registered pedicabs.

About three months before your license expires, the Department of Consumer Affairs will mail you a renewal package.

You can complete and submit the application DCA sent you by mail or in person, or you can renew online. Once your license expires, you are considered unlicensed and you may get penalties if you continue to operate. If you don’t renew your license within 59 days of expiration, you will have to reapply for a new license.

To renew online you need to have a DCA online account and a Personal Identification Number (PIN). The PIN is required to link information about your DCA records to your online account.
