As of December 31, 2025, Head Start is no longer administered by New York City Public Schools (NYCPS) after the federal Head Start grant ended. This includes both Head Start (ages 3–5) and Early Head Start (ages 0–3) programs previously operated through NYCPS. 

Some of these seats are now funded by the city and are called City Transitional seats. 

Federally funded Head Start and Early Head Start programs continue to operate in New York City through other providers.

The city now funds some early childhood seats previously supported through Head Start. These seats are called City Transitional seats. 

City Transitional Seats: 

  • Are available for children ages 2-5 
  • Offer care year-round for up to 10 hours per day 
  • Allow families to enroll throughout the year if seats are available 
  • Prioritize families based on income and demonstrated need 

City Transitional Seat Priority

Priority is based on family income and need. Your family may receive priority for City Transitional if at least one of these categories applies to you:

  • You live in temporary housing 
  • You receive HRA Cash Assistance
  • You receive SNAP (Supplemental Nutrition Assistance Program) benefits 
  • You receive SSI (Supplemental Security Income)
  • You are enrolling a child who is in foster care 
  • Your family income falls below the annual federal poverty guideline

Use MySchools to find providers offering City Transitional seats near you.

How to find City Transitional providers on MySchools: 

  1. Log in or create an account
  2. Choose “School Directory” and select your child’s program (3-K or Pre-K, 2-K coming soon)
  3. Use the map feature and click on “Seat Type”
  4. Choose “City Transitional” and click “Apply”
