As of December 31, 2025, Head Start is no longer administered by New York City Public Schools (NYCPS) after losing a federal grant. This includes both Head Start (ages 3-5) and Early Head Start (ages 2-3). These programs are now called City Transitional.

Federally funded Head Start and Early Head Start programs will continue to operate in NYC.

The city is providing funding that allows some children ages 2-5 to enroll in child care seats that were formerly part of Head Start and are now called City Transitional seats.

City Transitional seats offer care year-round for up to 10 hours per day. Families can enroll anytime throughout the year.

City Transitional seats are available through the following programs:

  • 2-K (2-year-olds)
  • 3-K (3-year-olds)
  • Pre-K (4-year-olds)

City Transitional Seat Priority

Priority is based on family income and need. Your family may receive priority for City Transitional if at least one of these categories applies to you:

  • You live in temporary housing 
  • You receive HRA Cash Assistance
  • You receive SNAP (Supplemental Nutrition Assistance Program) benefits 
  • You receive SSI (Supplemental Security Income)
  • You are enrolling a child who is in foster care 
  • Your family income falls below the annual federal poverty guideline

Use MySchools to find providers offering City Transitional seats near you.

How to find City Transitional providers on MySchools: 

  1. Log in or create an account
  2. Choose “School Directory” and select your child’s program (3-K or Pre-K, 2-K coming soon)
  3. Use the map feature and click on “Seat Type”
  4. Choose “City Transitional” and click “Apply”
