Property owners are required to build and maintain sidewalks adjacent to their properties. This rule is stated in section 19-152 of the New York City Administrative Code.

The Department of Transportation (DOT) does not accept requests for new installation or repairs of sidewalks that are the property owner's responsibility.

DOT does monitor the condition of sidewalks throughout New York City. If it identifies a certain area with numerous, outstanding sidewalk violations, it may work with local Community Boards to plan a special sidewalk restoration or construction project.

The City may perform the work itself or hire a contractor. The Department of Finance (DOF) will bill the property owner.
